LADIES AND GENTLEMEN,
Please receive my greetings on the occasion of the holding of the 4th European Environment Festival which, due to the efforts of its organizers and participants and to the support of Bulgarian and international partners and followers, has turned into a respected traditional event of international import. The changes in society, the economy and the environment have placed new challenges to our time, the time of information and high technologies. The emerging consumer culture, the globalization, the reduction of ecodiversity and climate change prompt new priorities in the national and European and global politics connecting with the attainment of a new level of healthcare, the creation of a balance and harmony between modern dynamism of life and the purity of the natural wealth. Through its activity, the European Environment Festival responds to a very important modern necessity of pursuing a perseverant ecological policy, of a systematic and purposeful work towards the attainment of an ecological and environmental education. Education oriented at the formation of ecological culture, ecological conscience and ecological behaviour in their entirety and union to protect the ecological parity and the clever use of natural resources. Our ecological culture is actually part of our personal and social development which is a combination of different assets and dimensions: economic, social, cultural and ecological. It is wonderful that many young people actively, with eagerness and interest create documentaries and TV programmes on specific ecological problems. The impact of similar productions on viewing audiences is remarkable because they provoke thinking in different directions thus contributing to the integration of environmental, ecological, health and civil thinking, education and behaviour in one whole. This is a model in our “common home of life”.

DEAR COLLEAGUES AND FRIENDS OF ECOLOGY,
The European Environment Festival Foundation organizes the “Green Wave – 21st Century” European Environment Festival for films and TV programmes dedicated to the ecology and environment protection.
The Festival is held under the honorary patronage of the Vice president of the Republic of Bulgaria - General Anguel Marin.
Till now the ecological forum was hold in the town of Dolna Banya. Our fourth edition of the festival and the forthcoming ones will be held in the exceptionally unique historical town museum of Bulgaria - Koprivstitsa with the cooperation of the Mayor of the Municipality – Mr. Lyubomir Tsekov and the Administration as well as the Department of Museums, represented by Mrs. Iskra Shipeva, the Chairwoman of the Municipal Council.
The town host of the festival is a magnificent masterpiece of architecture from the period of the Enlightenment where you can find over 400 cultural monuments and where the old and the new live together in harmony.
It is also famous as a town symbol of the struggle of the Bulgarian nation for independence, freedom and democracy in the 19th century which ideals, even those days were full of the European values.
The town of Koprivstitsa with its fame for being ecologically clear with unspoiled nature, has the reputation of a host of a number of important cultural festivals and art events.
Now the town host of the European Environment Festival is also popular with its different forms of cultural and eco tourism. Each year more that 200 000 tourists from all over the world visit the Bulgarian Enlightenment cultural capital of Bulgaria – Koprivstitsa, enjoying the rich cultural and historical heritage and the preserved nature of the picturesque town.
All this makes Koprivstitsa the ideal place for holding our ecological forum where films and media products dedicated to ecology and environment protection are presented as well as films and television programmes about tourism and protection of cultural heritage.
The “Green Wave – 21st Century” European Environment Festival aims to present modern ecological films and TV programmes as well as to familiarize the public at large with ongoing environmentalist activities. The International Contest helps to create a competitive environment for film producers and ecology-related media and encourage filmmakers and the media community to produce and propagate productions which enrich environmental culture and awareness of society and contribute towards the protection of human life and the environment.
The Festival has already become a traditional occasion for professionals from different spheres to meet – directors, script-writers, producers, journalists from Bulgaria and abroad, experts /ecologists, medical doctors, lawyers, sociologists, psychologists and pedagogues/ from various governmental institutions and international organizations, which join their efforts and ideas to resolve the existing ecological problems.
According to the European Union, a great significance should be attributed to ecology and ecological innovations. Bulgaria is already a full member of the European Union and the organization of the international “Green Wave – 21st Century” European Environment Festival is one example proving that the importance of the current and crucial issue of environment protection is acknowledged. This is a signal not only for us, but also for the European community, that protecting nature, human life, and biological species should become a priority of all the state and civil organizations.
By organizing the Forum, the European Environment Festival Foundation contributes towards a better awareness of the Bulgarian society and its involvement in the faster and more effective search for paths and solutions to prevent environmental hazards.
Every human being has many basic human rights, but the greatest of all is his right to life, which is based on his care of nature! We are keen on our work and do it with love, so we sincerely hope that through the “Green Wave – 21st Century” European Environment Festival we will help to defend our universal human rights – to live in a healthy and favorable environment!

Ecological rights and obligations of the state and the Bulgarian citizens, stipulated in the Constitution of the Republic of Bulgaria, of July 12, 1991:
Chapter one FUNDAMENTAL PRINCIPLES
Art. 15. The Republic of Bulgaria shall ensure the protection and reproduction of the environment, the conservation of living Nature in all its variety, and the sensible utilization of the country’s natural and other resources.
Art. 18. (1) The state shall enjoy exclusive ownership rights over the underground resources; beaches and national thoroughfares, as well as over waters, forests and parks of national importance, and the natural and archaeological reserves established by law.
(2) The state shall exercise sovereign rights in prospecting, developing, utilizing, protecting and managing the continental shelf and the exclusive off-shore economic zone, and the biological, mineral and energy resources therein.Chapter two FUNDAMENTAL RIGHTS AND OBLIGATIONS OF CITIZENS
Art. 55. Citizens shall have the right to a healthy and favorable environment corresponding to established standards and norms. They shall protect the environment.
